No. Every plan is a one-time payment. The Stonic App plan gives you lifetime activation of the desktop app; source-code plans are also single purchases. There are no monthly fees.

The Stonic App for Windows is a one-time $49 (regular $79). The Personal Source Code license is $290, and the Enterprise & Resell license with commercial rights is $999.
